The Hegemon Question

I just got finished reading Shadow of the Giant and in the book, The Hegemon was not written until after Peter died. I thought Ender wrote it and gave a copy to Peter so he could read it, but did not publically publish the book until Peter's death. I don't remember which book I read it in. Maybe I'm just remembering incorrectly. Is this one of the inconsistencies between the Ender series and the Shadow series?

It says in EiE that Peter read 'The Hedgemon' before he died, but the publishing waited until afterwards. Given OSC claims that in all inconsistencies between EiE and other books EiE is right, I guess you have your answer.
