So, if we do not use the character, which order do you, personally believe it should go in? I tend to stick with "which is this sentence more of, an exclamation, or a question?"
So:
"What are you doing here?!"
And "I just wanted to know how you feel!?"
Okay, so the latter rarely happens or makes any sense. But I feel like I have to justify my use of "!?" for years in some way, before being told the "proper" way is "?!"

I definitely go with?! The primary function of the sentence is a question, the exclamation point is just emphasis.
