Question about Ender in Exile

..Hey folks. My question is about the people of Shakespeare. Early on in EiE, it says the people of Shakespeare will not get the information about who is en route to be their new govener, yet when the ship makes it to Shakespeare, the people seem like they are waiting for Ender. Anyone else catch this or have an answer? Thanks.
