He may seem earnest but try dealing wit this man as a customer for a few seconds and you'd understand...Aww. As silly as he is, he seems just earnest enough that Colbert having a go at him seems cruel and unusual.
Just because he can register to run doesn't mean he's a serious candidate with any hope of victory. Alvin Greene is newsworthy precisely because he actually won a primary, something these kinds of candidates don't often achieve. Notice that no one is claiming Greene made it on merit; average folk recognize this kind of inability when they see it.
