Still presupposes two things:

1) there are NOT some dumb people, even in countries that have scored higher than us on standardized tests.

2) standardized tests are truly standardized internationally, and that they mean something.

Two years ago I wrote a short story. I loved it, but there was something wrong with it. I wasn't sure what -- it was just... broken. And today, while listening to an NPR show, it occurred to me what had been wrong. A simple idea. And now it all works.
