What if the guy wants to keep the child, as opposed to forcing her to keep the child? It seems to me that if he is willing to keep the child and she does not have to pay child support he will be caring for the child for 18 years as opposed to her 9 months, albeit definitely in a less personal way.

Assuming there is no God, I would have to say that the concept of God was developed to explain what people could not explain. This world exists. Why? Perhaps the Tanakh is just a very old novel. I would have to say fertilization, because at that point all the elements neccesary for life are present; every external element needed is there. So at that point, nobody can decide if she will have a child or not (pill and whatnot aside).
